2019 training courses

Here is an update on the courses available for this year. New for 2019 is Digital Mapping training with Pear Technology which will take place on 13 February. With elections in May 2019 for the Cotswolds, Forest of Dean and Tewkesbury, new councillor training has been set up for the summer and Chairmanship Skills and planning training will be added shortly. Full information on course content, location and costs can be found on the website under Training (there is no need to login).

Please book using the online booking form. Please book as early as you can as we have to give reasonable notice to the trainer and venue if we have only received a few bookings and need to cancel.

Agendas and Minute Writing – rescheduled – now taking place 6 March, Quedgeley - An opportunity to discover what the law requires of parish and town councils for agendas and minutes; what should be included in the agenda and when it should be published; how to prepare the minutes, how to set them out and what should be included.

· Preparing for Audit – 12 February, Highnam – nobody booked so far for this absolutely essential course. The new regime in 2017/18 caused a lot of confusion and this course looks at the time frames to comply with reporting requirements; understanding the responsibilities of both the Clerk/RFO and Council; current assurance audits for different sized councils; completing the Annual Governance and Accountability Return; and transparency requirements.

Digital Mapping with Pear Technology – 13 February, Highnam – just £10 per person, the presentation will cover: the Public Sector Mapping Agreement and how it works; mapping of assets, cemeteries, allotments and trees; how digital mapping can be used to help manage and run public events, street markets, public buildings, sports pitches etc.

Being a Better Councillor – 21 February, Brockworth – a few places available - The essential introduction to parish council life whether or not you are a Councillor: understand your roles and responsibilities as a Councillor; learn the powers and duties of your council; find out what the council can spend money on; how to prepare for meetings; ensuring the council is acting lawfully; how to engage with and represent all members of your community.

Clerks More Knowledge – A Miscellany including Planning - 27 February, Quedgeley – 2 places available - duties of a council; useful Standing Orders; Code of Conduct – interests; IT provisions; planning - a brief introduction; community engagement; tiers of government; grant finding.

Certificate in Local Council Administration (CiLCA) mentoring – 1 March, 10 May, 12 July and 20 September, Hucclecote; four support sessions for clerks undertaking CiLCA, a level 3 qualification - the GAPTC mentoring sessions provide tips on how to submit the portfolio; where to find the information; how to demonstrate and understand the legal background; reviewing the documents that have to be submitted; enjoying the support of your fellow students. It is suggested that you start the mentoring in March but not register with the SLCC until the summer, as you only have one year to complete the portfolio, and the clock starts ticking on registration.

If you are planning to take the CiLCA qualification and wish to book on to our four mentoring sessions, there is no need to book online, but you must complete a Learning Agreement (see attached) and send to us together with the course fee.

Clerks More Knowledge – The Finance Module - 21 March, Quedgeley – places available - This is our finance module with an overview of Governance and Accountability 2018 - including audits, risk management, asset register; Financial Regulations; VAT; loans and PWLB; pensions; financial records; budget setting and budget monitoring.
