NALC Study Tour 2018

A sold out NALC Study Tour at Chippenham Town Council was attended by over 30 delegates, which included government officials. It was the first time the tour was opened up to members outside of the Larger Councils Committee.

The committee meeting highlights included; a task and finish group set-up to continue working on council tax support funding, analysis of 2018/19 precepts, communicating NALC's offer to larger councils and growing membership, and plans for a workshop by NALC and Local Government Association (LGA) as part of work to develop a peer challenge scheme

County Officer Forum

Over 20 officers met yesterday (14 June) to network, share good practice and identify issues on behalf of the sector. This included the Certificate in Local Council Administration, Local Council Award Scheme and the borrowing approval process. There was also a presentation from the NALC partners, BHIB Insurance Brokers.

Joint Information Governance Group (JIGG)

JIGG set-up by NALC and the Society of Local Council Clerks to support the sector on information governance, had its second meeting on 12 June. Some key outcomes included Information Commissioners Office support of JIGG, the importance of local (parish and town) councils working towards complying with the General Data Protection Regulation and a discussion on content for the new guide to be published later this year.

Smaller Authorities' Audit Appointments (SAAA)

SAAA agreed on its annual report and financial statement for the year ended 31 March 2018. It also agreed on a complaints scheme, which will be available shortly on its website.

LGA councillor workbooks

LGA has updated its workbooks on councillor and officer relations, which covers lots of relevant content for the sector. The workbooks complement NALC's own The Good Councillor's guides.

Updated legal guidance

Legal briefing on the data protection fee has been updated to align with the new Data Protection Act 2018. Legal Topic Note 87 on procurement has been updated to clarify the circumstances in which a contract opportunity has to be advertised on Contracts Finder.

New local council for Sheerness

And finally, the campaign to extend the first tier of local government to all of England received a welcome boost this week with the go-ahead for a new local council for Sheerness, Kent
