GDPR toolkit August 2018

The Voice of the Councillor
The Councillor Commission – organised by the local government magazine TheMJ and De Montfort University Leicester and supported by NALC – publish its final report 'The Voice of The Councillor'. When the Commission was launched we pressed for our sector and our 10,000 councillors not to be overlooked, securing representation on the Commission and a dedicated stream of work to ensure the voice of parish and town councillors was heard. The 124 page report (which is in plain language and easy to read!) includes a dedicated chapter on parish and town councillors and four specific recommendations out of the twenty in total.

Fly-Grazing
Information on the Control of Horses Act 2015. The Act aims to clamp down on people who illegally abandon horses. It introduces changes to the law to deter people from illegally grazing or simply abandoning horses on public and private land, which is known as 'fly-grazing'.
The law mean horse owners who fly-graze their animals without permission can now be dealt with more quickly and effectively. The new Act means owners now have only four days to claim their animals. It extends the options for dealing with abandoned horses, which now include private sale, gifting and rehoming, which should mean they can be dealt with more quickly which is more efficient, cheaper for landowners and local authorities and kinder to the horses

Freedom of Information - changes
Guidance on changes that have been made to the 2000 Act by the Protection of Freedoms Act 2012.
The changes made by the 2012 Act do not place additional burdens on councils in respect of the types of information they are required to disclose. One of the purposes of the changes is to allow persons who have been provided with information under the 2000 Act to make more extensive use of the information they receive. The uses to which information disclosed by a council could be put are varied and include commercial and non-commercial purposes. The information could be used by anybody who considers it worthwhile to publish it. The changes also allow requesters to receive the information requested in a more useable (electronic) form where possible.
