Model standing orders
· NALC has published new model standing orders. These replace the model standing orders contained in Local Councils Explained (© 2013 NALC). The new model standing orders incorporate or reference new legislation introduced after the last model standing orders were published in 2013. These are available on the GAPTC website. Legal Topic Notes 1, 2, 5, 8 and 87 have also been updated and these include references to the new model standing orders.
Fair funding for parishes
· As part of the NALC fair funding campaign, NALC have welcomed a letter from the Government sent to billing authorities urging them to reconsider passing local council tax support funding on to parish and town councils. The letter reinforces the government's expectations that billing authorities will work with parish and town councils to pass down funding so that increases in their precepts can be avoided. They also highlight their understanding that this may not be happening and urged those not passing on funding to reconsider.
Unauthorised development and encampments
· The Ministry of Housing, Communities and Local Government has recently published a consultation on unauthorised development and encampments. The consultation covers local authority and police powers; court processes; trespass; planning enforcement; the provision of authorised sites and the impacts on the travelling community. Local government pay scales (2018/19)
· The National Joint Council for Local Government Services has now reached an agreement on rates of pay applicable from 1 April 2018 and 1 April 2019 for local government employees. The revised salary scales for clerks will be issued by NALC/SLCC next week.
Joint LGA and NALC Conference
·The Local Government Association (LGA) and National Association of Local Councils (NALC) are jointly hosting a national event on 16 May 2018 to launch a brand new guide on how principal authorities and town and parish councils can work more collaboratively together to best serve the needs of their communities. The guide will set out a series of case studies and a best practice framework of key principles to enable better partnership working at a local level. It will utilise a range of national examples to inform its content and outline opportunities for principal and local councils to engage on how best services can be delivered and the voices of local people heard. The event will be held at 18 Smith Square, Westminster, London SW1P 3HZ. The event is free to attend if you are representing your local council. · The NALC management board, responsible for the overall business of NALC met on 10 April. It noted a positive year end budget projection for NALC and agreed a treasury management policy. It agreed to proposals to consult widely about the future role of the sector and NALC as part of developing a new strategic plan. The Board received a statement from ICO stressing the need for the sector to prepare for GDPR and noting that we are working together to establish a sensible and proportionate DPO regime. It agreed initial planning arrangements for NALC's annual conference in Milton Keynes on 30/31 October.
NALC and ALCC meeting
·NALC also met with ALCC colleagues on 11 April to continue work on updating the current job profiles in the national agreement and agreed to move towards a working model of 5 profiles for further discussion.
